just as I was starting to think it could be a compatibility issue (with Thomson cable modem as well as Linksys PAP2T-EU)...
I thought about switching the RJ11-RJ11 (standard cable that came with the cable modem) with an old telephone RJ11-RJ11 cable (which only had the middle two pins connected) from FON1-3 to the analogue telephone.
As, soon as I connected this cable I heard the three short beeps on the telephone Looking closely at this cable I could see that the internal cables were connected to the opposite pins on each end i.e.

FBF FON1-3 Analogue Telephone

So much time spent on upgrading/downgrading and trying various Firmwares. If this hadn't worked I would have tried with a different cable modem at a friends apartment.
Now I am a happy bunny that everything is working as it should be FBF 7170 <-> Thomson Cable Modem.
Although, I would like to attach another analogue telephone (perhaps via UPC extension box or via the Fon1-3 German connector) at a later stage.
All I have to do now is create/configure some Internet SIP; which is straight forward enough.
Many thanks for your help in al this....
